Which Businesses Need to Register?
Not every company needs to register for packaging EPR, but many businesses selling goods to consumers do fall within the scope of the rules. A business generally needs to comply if it meets both of the following thresholds:
• Annual turnover greater than £1 million, and
• Handles more than 25 tonnes of packaging per year
“Handling packaging” includes activities such as:
• Importing packaged goods into the UK
• Filling packaging with products
• Supplying packaged goods to customers
• Selling products online or through marketplaces/p>
Businesses above these thresholds must register and report the amount and type of packaging they place on the UK market. For example, packaging data covering July–December 2025 must be submitted by 1 April 2026 under the current reporting timetable. Companies with turnover above £2 million and more than 50 tonnes of packaging may have additional obligations under the scheme.
EPR Fees Are Already Being Applied
The EPR system is not just a future policy — it is already being implemented. Businesses that fall within the scope of the regulations have already received packaging compliance fees covering the 2024–2025 calendar year.
These fees contribute towards the cost of collecting, sorting, and recycling packaging waste across the UK.
